Marry in India and applying X- Visa for my Spouse.

Iam marrying my Phillipina girl in India.
I readed online on several sites that i have to authenticate my marriage certificate after marriage by DHA(Department of home affairs) and MEA(Ministery of external affairs) and then report it to the Phillipines embasy in delhi.
I want to ask, Can i directly go for applying tourist visa to x-visa for my spouse after getting marriage certificate from marriage registerar in my district?
