Recover of excess payment from family pension

Team,
This Matthew belong to state government firm where my father worked.BSEB, Patna.he retd in 2001 and in 2011 while doing the fixation they did some mistakes and they approved a PPO of higher amount and start paying the amount and in 2016 my father passed away and on the basis of that PPO they fixed my mothers pension which was also wrong since the first PPO was wrong ...now they have detected this and rectified the PPO and also reduced the pension and now they are demanding a recovery of 8 years 7 years in my father tenure and 1 year in my mother tenuere... So, my Q is is this type of recovery is acceptable by law?? If not please share some evidence so that I can convince them
