Salary package account

My brother was served in Railway Protection Force and had a active salary account with SBI. In month of July 2019 he has been expired in a road accident. As per SBI rule complementary insurance cover is being provided by insurance company on the basis of bank recommendation. As per old policy Railway Protection Force was come under RSP salary package under which amount of 1 Lac was covered. As per new policy Railway Protection Force is come under PMSP (Para Military Salary Package) wef 01 April 2019, under which amount of 30 Lac is covered. In this regarding account details of RPF personal was asked by SBI bank from Railway Department, which was provided by them in month of June 2019. As my brother has expired on 31 July 2019, but account of my brother is not converted from RSP account to PMSP account till date. Now SBI bank is saying that the insurance cover will paid to nominee according to old policy that 1 Lac as his account is not converted in new salary package. Please tell me that can I submit a petition against bank as the required detail has already provided by railway department to the bank authority before my brother death date.
