Land owner refusing to clear long pending maintenance amount post registration

Bought a new flat (land owner share) recently and got it registered but
after 2-3 months I realized that land owner had not cleared maintenance
amount for about 1 year to the builder. So, builder adjusted that
pending amount due to the land owner against the advance maintenance
amount I paid for the flat at the time of registration. I've been trying
to seek the money from the land owner via its broker who sold the flat
but land owner is not responding to my emails or phone calls.
Need legal advise on how to proceed with this and get back my money.

A.Ask about it to the privous owner .if not ready to solve it then approach to the court or file suit for cheating under section 420of ipc

A.dear client Since it is not a cooperative society they cannot recover the dues from you. They can ask you to pay the amount from the month you purchased or started staying. Issue them a notice that you are not bound to pay and is ready to pay the same after buying it. you can file a suit and give necessary direction that you are not bound to pay and file a consumer case for deficiency of services. Lodge a police complaint too
