How to form a RWA for a gated community

We have a gated community of around 330 plots in Bangalore, Karnataka. We need to collect funds to take care of the security, roads, STP and park area. What would be the ideal way to form a RWA here which allows the association some legal right to ensure the members pay the maintenance and the owners not doing so would be unable to get an NOC to sell their plots or houses built on them.
