Marriage certificate

My husband wants to get a marriage certificate after 7 years of marriage because he wants to go to abroad for work. But I don't want to get a marriage certificate done now as I want to divorce him. What option does he have now to get a proof of marriage so that he can go to abroad without me helping him?
