A. Please ask them to show the provision from the HR policy or employment contract where it is mentioned that while quitting the employee will have to pay the training fee. If they show you something like that then take it to a lawyer and challenge that in court of law.

It relates to you personally as such copy of the complaint cannot be denied, just approach higher authorities to get a copy of complaint and also approach High Court and get a stay against your employer not to take any action against you or reduction in salary in order to pay to your wife etc until a competent court of law passes order against you. The employer has no authority to examine such family issues.
