Yes, registration is essential to make your mother in-law the legal owner of the property. We would advise that you get it done immediately.
As your wife has been mentioned in her father's will, she will become the owner of the property after her mother. Once the registration has been competed, a mutation certificate can be issued to transfer the title to your wife.

There is no harm in filing for restitution of conjugal rights. Even if the marriage is to end in divorce, this will give you a chance to discuss the issue in a non-adversarial setting and help resolve any bad blood.

You can file a complaint against him for outraging women's modesty under S.509 IPC and criminal intimidation under Sections 503 & 506 IPC. Protection orders can be obtained from the Court if you believe he is a danger to the family, he can be made to stay separately.
You can file a money recovery suit against him for the losses he has caused the family, if he has other personal assets.

The tenant is required to be served due notice under law, the length of this notice period will depend upon the terms of the tenancy agreement. If there is no written agreement, 30 days' notice should suffice. You can file an eviction petition in Court and have an order passed that the tenants be removed after the notice period is completed. You can also ask the police to remove the tenants themselves, once the notice period is completed.
