A. What is your question and what do you want to know. If they have stayed the award then challenge that award in the court of law and unless you do it you are not going to get anything out from the award. Seek help of a lawyer to take care of this.

You maty try and file a case for injunction but since it is obvious that one can't marry the court will not be inclined to pass a judgement on figment of thoughts and guesswork. A. Yes you are right that there is no banking laws or rules which prohibits one of the joint account holder to access the account on death of another account holder. If the bank is not listening to you then you have these options;
1. Write a complaint letter to the banking Ombudsman
2. Send them a legal notice through a lawyer
3. File a consumer case against them.

See whenever the land is acquired by government they fix up a rate for the land but the rate is almost equal to the market value (the government fixed rate, registration value) and not an arbitrary number. If they have fixed such a low value then do not accept their offer and they will be forced to increase it. If they do not do so then send a letter to the Land Acquisition Officer denying to agree the offer and sign the papers.
