New buyer cannot be asked to pay corpus fund if seller have already paid the fund to society.
The corpus fund is used for facility management and supervision agencies which take care of amenities, common areas, light bill, servicing, cleaning, etc. The tenant is required to pay the corpus fund.

Then in that case, you can send your concern to ACP or SP of your district.
