If a civic body receives a complaint that a dog has become a source of public nuisance, the so-called offending canine may be "seized" under the Mumbai Municipal Corporation Act. The Animal Birth Control Rules (ABC rules), established under the Prevention of Cruelty to Animals Act of 1960, take the opposite approach and only allow the extermination of rabid, terminally ill, or mortally wounded dogs. A. Hi,
Forward the complaint copy to the SP/DCP of the Police Station and if your complaint has not converted into the FIR then, file an application under Section 156(3) of CrpC before the Court. Also, to get away from the owner/care taker also amounts the cruelty to the dog and attract the provisions of Prevention of cruelty to animal as well as other section of IPC.

A. Hai,
Section 378 of the IPC defines theft as, “Whoever, intending to take dishonestly any movable property out of the possession of any person without that person's consent, moves that property to such taking, is said to commit theft”. A. In this case, municipal corporations are the first one who should be involved, than you can go to the police station having the jurisdiction for the actions. You can sue the authorities at Gaushala for non-compliance of their duties and causing nuisance in the public.

A. Dear Sir,
Such sections needs to be amended but politicians so called law makers have not time. Any such provision will be read with section 428 of IPC which is punishable upto 2 years.
