Can a dog owner unleash dogs while walking in the society...as it creates trouble for children. The owner says nothing will happen...how can we stop this and get dogs on leash

If a civic body receives a complaint that a dog has become a source of public nuisance, the so-called offending canine may be "seized" under the Mumbai Municipal Corporation Act. The Animal Birth Control Rules (ABC rules), established under the Prevention of Cruelty to Animals Act of 1960, take the opposite approach and only allow the extermination of rabid, terminally ill, or mortally wounded dogs. So, while nuisance is a subjective concept, you can still file a police report.

A.Yes, it is mandatory to leash the dog in open.
next time call municipality to take away it as stray dog.
You can even call police because children will be afraid due to dogs.
alternatively ask society people to pass the bye-law in society to leash the dog.
