Further you can approach Registrar of Cooperatives in your area with grievances and further make an appeal if still you are not satisfied or issue doesn't get finalized. All powers are vested with Civil Courts and you may also try with Revenue Courts thereafter go to Civil Court and if any party refuse to sign then Court will issue a direction to the concerned officer to proceed with Sub-Divisions without the requirement of signature of that person.
