It is entirely fraud and no Customs/Excise department has such powers unless they come to conclusion that there are some goods which are either banned or transported without paying necessary taxes. U may llodge complaint with local police to get back your amount.

A cl 9 license cannot be transferred without the permission and grant of the authority, moreover it was a transferred one from the main holder.
You can send the a legal notice and also inform the concerned authority.

You may approach Auditor or Chartered Accountant to solve your problem. It is a technical issue and in many cases to avoid tax the supplier issue invoice only for lesser amount.
