If you feel the compensation amount paid to you is less than market price then you have to receive that amount under protest and approach civil court through an advocate. In the meanwhile you have to collect data through copies of sale deeds as to what is the market value prevailing in respect of neighboring lands.

Yes, you have to file a suit for specific performance within 3 years normally from the date of execution of sale agreement. Then a notice will be issued by the Court and thereafter court will direct you to deposit balance consideration amount if any in the court then the seller will be directed to execute registered sale deed in your favour if he did not turned up through court agency it will be executed.
