Yes, you can claim the present lock down as Force Majuere and prevent KEB from charging extra amount (i.e amount other than regular electricity payments) . You should file a writ under article 226 of indian constitution in the high court.
Also prior to charging any additional monies from customers, KEB is expected to issue public notices, hear aggrieved persons and then pass orders through its regulatory authority.
It appears that KEB has not complied with rules and had acted arbitrarily and in adhoc manner and hence a fit case for grant of stay by High court.
