Sir, I am from Gajapati District of Odisha. I am belong to Kaibarta caste which comes under the Schedule Caste of the Indian Constitution. I am facing some problems regarding my Caste Certificate.

Actually, my father was belong to Nabarangapur Dist. Of Odisha and my mother from Gajapati of Odisha. Due to financial issue my parents were migrating to Gajapati in 2006. Since then my parents ordinarily reside in the village in a rented house.

I was born and brought up (Uncle’s house) in that village. I completed my primary schooling, When, I go for further schooling there they asked for a Caste Certificate for which there is a need of ROR. So, with very difficulty we are able to purchase a small piece of land in a village (3 Km away from my village). With this ROR the authority issue a Caste Certificate for education purpose only.

But Sir, when I applied for a Caste Certificate for employment purposes, they rejected my application with the suggestion that you should apply in your home district Nabarangpur. But Sir, I have my Voter ID, Aadhar card, Pan Card etc. in Gajapati district.

In this situation I am unable to apply for a caste certificate in Nabarangpur in the fear that they might reject my application for not having proof of identity in their district.

Another fear is that if I have a Caste Certificate of Nabarangpur and a resident certificate of Gajapati district, how do I convince the selection authority?

In this situation what shall I do next?

A.Dear Client,
As per your details it is a violation of fundamental rights and legal rights granted to you the legal provisions, you submit all the queries to the District Collector and once his response come in adverse then you file a Writ Petition in the High Court.

A.Caste certificate is substantial document which is valid everywhere. However for reserved vacancies you should apply where caste certificate is issued.
