House construction approval

We have not taken approval for second floor rooms (3) construction. is it our engineer who is responsible to take approval or we the owner?

A.Hi,
You need to take approval for construction and its your responsibility to do so being the owner.

A.It must be you as far as the final responsibility rests. However, if your engineer has obligation and not done right thing you have remedy there to utilize.
