A. ) Dear Sir,
It has to be registered under the Societies Act then with appropriate authorities. No permission is necessary.

A. ) It is statutory to register with all the requirement for opening NGO for social service. The charity commissioner of the area is the competent authority to grant the required permission as per the Act.Better to consult a Lawyer from Panel of Vidhikarya for quick advice & help.
