Motorcycle sold 4 years ago, Buyer has not yet transferred Registration

Hello, I sold my Motorcycle and despite repeated follow ups with the buyer he did not transfer registration in his name. He has now changed his mobile number also and is totally out of reach. I have posted a letter to his permanent residence in U.P. which also bounced as the address given was fake and on his Driving License the address mentioned was fake. I gave a Sale Letter, Receipt and Declaration signed by me and him along with Form 28, 29 and 30 while selling the bike. I am worried as he is absconding now and if the Motorcycle is being used for any anti-social activity or any crime etc. Please advise what to do in this matter. Thank you.

A.He can misuse of motorcycle, inform or complaint nearest police station with all details.
