I ordered a product from Amazon on 21st Oct from Amazon and it was mentioned that the product will be delivered by 25 to 29 Oct. I contacted the seller on 21st itself and they replied with an email saying that product can be delivered minimum by 5th Nov. And till 11th Nov product is not delivered and when I contacted Amazon about this they give only option to refund the amount after holding the amount for 20 days. This happened with me earlier for the same product where they keep on delaying the delivery and after 3 months they refunded the amount.
Can I file a consumer complaint against it?
According to the definition under Section. 2(11) of Consumer Protection Act 2019 ("the Act"), any sort of imperfection, or defect in the feature, quality, amount, worth, authenticity, its capacity or potential, and standard which is obligatory to be maintained and regulated as per the laws and statutes in function or any agreement/contract claimed by the seller, with respect to the products and goods, is known as deficiency.
Therefore, you can file a consumer complaint, if there was deficiency in service.

Yes, you can file a consumer complaint.
However, you can send a complaint letter to the amazon India initially.

but many people consider the amount of time they will loose vs the actual loss and gain.
