Life threat from enemies

Sir,
I have a brother. He lives in a house that is North _east of my house. We share boundaries. He quarreled with us many times regarding the place and injured me and my family 7 years ago. Now he wants to get a electricity connection for his house. For this he has to pass the wire from transformer through my plot. He is insisted on that as he has no other better option. The line men said that they will not pull wire through my plot as it is private. He is ready to quarrel and make us injured. What should I do sir? Can I lodge a complaint against him?

anybody can lodge a complaint for threat or do nothing.
But no complaint for ready.

As per your facts, since you have imminent danger of life and injuries you may approach the nearest police station and file a complaint against him
