I currently employed in JIPMER hospital as a nursing officer group B nontargeted. Our institution is under the govt of India MOHFW following CSC rules. But when it comes to sanctioning leaves they are denaying it in view of lack of human resources, interesting thing is that it's only an oral statement no written document is there.
So basically my question is
Even though leave is not a right as per ccs rules is it feasible to deny it because of staff shortage, which is because of administrative error.
If they are denaying leaves orally what action can be taken.
Any previous such cases reported or any court orders are there for such conditions except for ccl

A.Hello,
Usually such denials are done in written form, but if the management has conveyed to you orally you may ask them for written form along with the reasons, and if denied you may approach the labour court.

Generally the rejections on leaves are given in written form stating the reasons, but if the management has rejected the application orally you may ask them for written form of rejection along with the reasons, and if they deny you should approach the labour court.
