property related

Dear Sir,
My father had purchased a plot way back in 2013 for apporx. 6 lakhs ( 5 lakh + 1 lakh development charges). However the registry in favour of us for the same wasn't done by the Real estate company owing to some issues. The matter continued till 2017 as the company person kept on promising registry . Unfortunately my father passed away in May 2017. I again met the person and he promised that he would see and execute the registry. This again continued till 2020. In march 2020, the person offered to shift us to another plot in other location since the registry of the old plot cannot be done (due to some Regulator related issue) and as the plot was larger than the old one, I ,as per the additional area, transferred an amount of Rs.73000/- to the company thinking that at least the new plot would get registered early. But lockdown was announced in March 2020 and govt. offices remained closed until recently. From oct 2020 onwards , I have been continuously following up with the company person but he has now resorted to the same tactics of delaying it. I have photocopies of all the receipts but the original file is with the company which I gave to them to transfer the plot in my name after my fathers death. the file remained with the person. but I have xerox copy of all receipts with me. For the 73000 that I transferred afterwards, I have the bank account no. and transaction reference no.
If I approach consumer court with a claim of 14 lac ( 6 lakh + 12% interest for 7 years + Mental pain and stress), can I expect relief ??

You can get a decree/order from the consumer court which can be executed through District Collector/Deputy Commissioner office.
