File case against a MNC

Paypal is violating their own policy as mentioned in a document. They are holding my 2.8 lacs rupee since two months and now they are saying, they won't give me that.
Paypal answer:
"I am really sorry for the inconvenience caused Sir, we were unable to grant your appeal with the information you provided so, we will not be able to re-investigate this case.
We made this decision based on the guidelines outlined in our User Agreement and after careful consideration of all available materials provided."
Paypal Policy- Ineligible items and transactions under PayPal's Buyer Protection program:
Significantly Not as Described claims for wholly or partly custom-made items or items picked up in person.

As per your inputs you have entered an agreement with PayPal. As per your submission pay pal violated the terms so better first issue legal notice claiming your money then you process filing complaint against them in relevant court

They might have no-return policies in place, but if they have your money due to misrepresentation, then you have a right to recover it.
You can serve them with legal notice to repay. If they fail to respond, then you can file a civil suit for money recovery or claim damages from them in Consumer Court.
You can serve them with legal notice and then claim damages in Consumer Court. A civil suit for money recovery can also be instituted against them.
