Sir/Madam
Proposing your view in an arbitrary matter which was not approved by competent authority and competent authority constituted a committee for analyse the case.due to constitution of committee higher officer framed charges for delay in matter upon me for proposing my view.
Sir can chargesheet be issued for only proposal?
There was no loss to organisation if proposal accepted by competent authority. However he didn't accepted and constituted a committee.

As a legal right you have chances to defend the same with all your valid evidence and grounds, in case if the award of arbitrator goes against you then you have every right to appeal against the same
