Joining after Maternity leave

Hello Sir / Madam,
I am working with an IT hardware company. My company doesn't have any maternity policy. My HR head told me that I can joined back after my maternity leave. Now when I m ready to joined after my leave they are saying they don't want to add a cost as they have already hired someone. Don't know what to do now. Please advise
