1. Should both parents of a boy be alive to allow their child to be reared as a foster son by some other couple?
2. If so what type of approval should be taken and from whom (i.e Govt)

A.Hi,
1. No, if only one parent is alive, then just their consent will suffice. However, if both are present, then you will need consent from both of them.
2. If you are known to the family, then you can adopt the boy informally, however, this means that the legal rights over the boy will remain with the biological parents.
The Central Adoption Resource Authority(CARA) is the body governing adoptions in India. You will have to register yourself with their local representatives and they will then guide you about the process. As you already have the child to adopt, it will eliminate the waiting period and make the process much quicker.

A.Hi,
1. No, this is not a necessity.
2. You can enter into an informal agreement with the biological parents. If you wish to go the legal route, the Central Adoption Resource Authority(CARA) is the regulatory body, you will have to get yourself registered with them after providing necessary proof of your capability to adopt, this will include proof of income etc. The registered agency under CARA will then guide you through the process after verifying the birth parents' consent.
