We need more clarity. Is he trapped or is he in a relationship with her?
If she is misusing his money, you can complain to the police under Sections 415 and 420 IPC.

A.You didn't mention how she is misusing your brother.
I presume that she taking money from your brother with his consent, if no your brother can take legal action.
You can convince him by saying that relationship is not good if he major make arrangements for marriage.
