Election duty exemp

I am a Kendriya vidyalaya teacher working in Andhra Pradesh.
Our school got the mail for the duty of Micro observer.
But I got the duty of panchayat election as Returning officer.
I am not literate in Telugu
Training for duty went on in Telugu only.
Communication with people during polling and filling up some Telugu forms related to polling are impossible for me.
Can I get exemption from it ?

Yes, you can seek exemption on these grounds. Knowing Telugu is essential for you to do your duty correctly, it is better to leave it to someone who knows the language.
