sir/madam

1)i belong to state X, but since i resided in a state y for 25 yrs i took domicile of state Y,. I belong to OBC.. can I have obc cert of state Y which is equivalent in terms of history of ancestral profession, culture etc of state X. Or is it an offence of state X CERT is transformed to state Y. ??

2) I forgot to apply for NOC to my dept for foreign trip, how i put up my defence for minimum or no punishment.

3) I accepted cash amt from one of relative for settling emergent needs. But my relative exploited the situation and sent complaint to my dept that I havent disclosed this cash amount deposited in bank to my employer. How to come out of the problem.

A.Dear Sir,
Merely residing/staying in one state does not get you domicile. You must obtain all socio related ID cards like Aadhar, Voter ID etc.

Ans: You just apolozige and seek pardon. It will be naturally extended if not extended then go to Court if major punishment is proposed.

Ans: No need to explain since it was kept on temporary basis in your account and your intention was very clear that to return back.

A.Firstly u can have obc certificate from the state of which ur domicile is.there is nothing illegal in that.
Secondly for foreign trip, it is ur departmenta rules which have to be gone into .but u can take a plea that it was a personal trip if it was so and that it the foreign trip has nothing to do with your official duties and that your foreign trip has not hindered your official duties in any manner.
So far as taking cash is concerned, the only defence u can raise is that cash was accepted from ur near relative and that such relative had no official work for which u could give him any undue advantage or benefit. But taking cash is a serious matter.it will depend upon amount of cash, relationship between u and ur relative etc etc.
