During lockdown, I have a FIR registered under sec 188 and 269. Does it hamper in getting police clearance certificate or obtaining study and work visa.

Normally those are petty cases and even if you are admit your guilt it does not come in the way of getting Visa or Passport.

Is this for flouting Corona regulations? Because if so, some countries might find those to be valid grounds to reject your visa.
Yes, a police clearance certificate will only be issued if no cases are pending against you.
