Harassment by Gurgaon Patrol Police

My sister (who is learning driving) and I were parked on a road with hazards light on. We were out to practice driving (it was 10 pm). Suddenly the Patrol police came- and said it's illegal to
1. Practice driving after 10 pm
2. You can't park vehicle on road
There are 2 options- either pay 10-30k fine online or settle the matter will their boss offline.
When I asked what the rule/article number under which I am being charged- they started throwing tantrum.
We had removed our seatbelts to step out of car- and he made issue of it that we were not wearing seatbelts. When I was little adamant to know the exact reason for finning- they said come to police station now. I wanted to skip the whole drama and had to bride by paying Rs 1000/-. But really disappointed and feeling low to recall how they were harassing for literally no reason. They wanted to have some corrupt money to drink.

No time is mentioned anywhere which prohibits you from driving at night. But if the car is parked in the no-parking zone, it is illegal.

There's no law specifying the time for learning the car at night. However, You cannot park a vehicle on the road if it a no-parking zone.
