A.Hi,
There is no such application of Limitation Act on Writ Proceedings in a Writ Petition. The respondent can reply anytime.
Although the Contempt Of Court can be imposed only when there is a-
Civil Contempt- willful disobedience to any judgment, decree, direction, order, writ or other process of a court or willful breach of an undertaking given to a court.
Criminal Contempt- the publication of any matter or the doing of any other act whatsoever
which scandalizes/interferes/prejudices the authority of court or any judicial proceedings or the administration of justice.
