Judgement and appeal Judgement and appeal

A candidate was excluded from the Rank list prepared by PSC for a particular post , after examination and certificate verification/ Interview , by saying he was not produced one of the educational certificate before screening committee , so he was not included in the Rank list of that post .

Actually he produced the same and it was not recorded by PSC. He filed a suit against PSC in the HC. But lawyer for the candidate was very poor in the arguements . Judge came in to the conclusion that candidate does not produced mentioned educational certificate before verification of Public service Commission that's why PSC rejected his application and decision PSC was correct.

Only evidence for the candidate is communication with his lawyer through mail that his part was correct and what happened in certificate verification and Interview. Is this will take as evidence if he file appeal before division bench ? Can he get favourable order because there is 100 percent fault from the part of PSC.
