Legal opinion for education loan to study abroad

My son need education load to study abroad. I asked bank for loan they want collateral for loan so I submitted my house records. Now this property is from my father and it is alloted by assistant commissioner in 1962. Now bank lawyer says they want allotment letter which is not available with govt office. So he rejected. I got e-swattu form 9 and 11a from the records which I got. I want to know what is the final records to get the loan approval.
