If amount was deducted from your account to spicevacations directly and refund happened directly to original source then you should get refund instead of agent.
You better send legal notice through lawyer to both Spicejet and Agent, for refund along with compensation for harassment, mental tension, cheating and doing fraud.
According to the guidelines, loans up to Rs. 4 lakhs may be taken without collateral, however when the loan sum exceeds that, there is a requirement for collateral and a third-party guarantee, which in most cases is the student's parents. Government banks, such as SBI and Bank of Baroda, are the most popular providers of collateral education loans.

File a police report against the agent right away. Also, it seems that the travel agent is attempting to defraud you, so instead of filing a complaint, you can file a case with the consumer forum. Money as well as interest on the money, was refunded, in accordance with SC directives, which are legally binding. As a result, you can turn to Consumer Forums for help.

Immediately file a police complaint against the agent. Also, it appears that the travel agent is trying to cheat you therefore you should file a case in consumer forum instead of a mere complaint. Refunding money as well as interest on the money was done based on SC directions which are binding in nature. Therefore, you can seek remedy from Consumer Forums.

You shouldn't be allowed to be as tennis ball. You must issue legal notice making party 1st Spicejet and 2nd.That Agent, with imposing compensation amount
for harassment, mental tension, cheating and doing fraud.
For drafting you may contact to issue legal notice.
