unblocking the drinage pipe connected to Highways drinage canal

After getting verbal permission from the previous Grama panchayat president (6 years back) we connected the drainage pipe line from my house to the panchayath maintained drainage beneath the ground without causing any hazardous to any person at my own cost which was operational close to 6 years, but few months back couple of residents nearby blocked the drainage pipe with gunny bags connected to the Grama panchayat maintained highways drainage canal. I have given complaint to Grama panchayat, Block development officer (BDO), even to collector. As the complaint are routed back to BDO no proper action is taken and BDO gives false information and that petition gets closed. How to I take it forward? Can I file a civil case against the people who blocked the drainage pipe or should also include the Grama panchayat officials BDO also? Need your suggestion and help. Are there any specific laws through which this can be resolved ASAP?
Note: All the people residing in the near area have connected the drainage pipe to the same drainage canal.
