A.Hi,
Familial torture is also punishable under IPC as any other form of abuse. It also attracts the domestic violence act and your brother can be liable for heavy penalties.
You can lodge a police complaint against him whenever you feel threatened beyond measure as per S.352 IPC.

A.You an lodge a police complaint if he doesn't stop torturing you. If need be you can also report the incident to the District Protection Officer under the Domestic violence Act and get the protection as per the law.
