Regarding OBC non creamy later Certificate for single parents

My parents are seperated for 15 years and I live with my mother. All my personal, educational and financial needs are taken care of my Mother.
She's working as a teacher(BT assistant) in Government Aided school earning more than 8LPA
My father is working as Associate Professor in Government Aided college earning more than 8LPA
As per latest Tamilnadu government notification, Monthly Salaries and farming income must not be considered while issuing OBC NCL. Only if income from other sources exceed 8 lakhs or if parents become Group A or B officers before 40 then OBC NCL is not eligible. We don't have any other income source.
I have few questions.
1. As per this notification, am I eligible?! I'm not sure what group Government aided teachers/professors belong to.
2. Can I apply for OBC NCL certificate without adding my father?! Because for applying OBC NCL certificate they need income proof and PAN CARD but my Father won't talk with me and won't give me his income proof. So not including him will cause any complications?!
Please share the said notification. As per my knowledge such notification is applicable to employees of PSUs. In case of employees of PSUs such scheme is there wherein the employees of category C and B need not produce any income certificate but there are entitled for such certificate on the basis of their categories.

Associate professor in government college my fall under Group B officer category. No, you have to submit your father's income too. You can't skip that because of your personal reasons as it brings complications in future.

Since your father is working as associate professor in government college, he may come under the category of Group B officers. Please go through the notification and make sure you are eligible or not. Since they ask for income proof, you have to submit the family income and that includes your father too.
