Switching job from one state nigam to another

I am working on probation in state nigam and now want to join another state govt job for which I have applied before joining this office and filled bond for full pay +9% interest return to department ..only 5 days online training provided to us
A.Dear Sir,
You are liable to pay the amount spent on you for 5 day online training. You may apply for permission to quit the job even if not consented you can put your papers and join State Government job immediately.

As you are currently on your probation period it shall be fruitful to explain your situation to your current workplace. They must have some option in such a scenario.
