A.Hi,
Yes, he is eligible for a government job unless the nature of his job is such that it has to be done by a person with no liability or any such encumbrance. If there is such a condition, it would be mentioned in the job notification and otherwise, he is eligible.

There is no bar for such a person to get a government job unless it is specifically mentioned in the job notification or the nature of your job requires that.
