Transfer from EPF to NPS Transfer from EPF to NPS

I am 58 and retired and am entitled to withdraw by EPF balance held with an RPF.
I want to transfer a portion of the balance to my NPS tier 1 account
While PFRDA has guidelines for transfer EPFO has not come out with a circular for tansfer
Can the Trust decline transfer to NPS because of non availability of the EPFO circular on transfers, since I am already entitled for withdrawal
