Electricity theft -complaint can be lodged in the court/Electricity Court Electricity theft -complaint can be lodged in the court/Electricity Court

Background:
1.There is an encroacher on our property running a FAKE INSTITUTION which needs electricity. The property hs bn leased out to us by Govt on certain lease conditions
2.Thr is no tenancy agreement & no othr use of the property is permittd xcpt residential/domestic use.
3.The encroacher hs takn 2 electricity connections-12-A-049/000 & 12-A-049/001,both domestic connections,in name of my father.
Maybe fabricated/fake/forged documents were used. The electricity supply company is sayng on RTI tat all documents are missing,bt my fathr took connection.I am disputing that.Am telling them tat its THEFT of ELECTRICITY
4.For 17 yrs, domestic connection was availd using fabricatd documents & used commercially by the fake institution.(Unauthorised use from the vry beginning).
5.None of our family membrs evr stayd or used the electricity at that place.
6.Upon my complaint,in my absence, the electricity company (tat is probably heavily bribed) has done some inspection, but instead of using Sec 135,they hv done it u/s 126 of electricity act.
Very cleverly, they hv takn the signature of one employee of the owner of the fake institution & potrayed him as the representative of the consumer(my father). My father is no more & he had not availed the connections.
In effect they are falsely potraying that we are thr on the property & so is that owner of the fake institution.Probably they want to tell that both the domestic connections were 1st used bu us domestically & then we allowd commercial use by the fake institution.THATS FALSE.
PLEASE ANSWER SPECIFIC QUESTIONS (Pls dont talk about eviction here)-
1.WHICH SECTION/SECTIONS OF ELECTRICITY ACT ARE APPLICABLE HERE.WHICH SECTIONS OF THE IPC
2.WHAT SHOULD I STATE TO PROVE THAT IT IS THEFT OF ELECTRICITY & THAT THE ELECTRICITY SUPPLY COMPANY IS ALSO INVOLVED(CONSPIRACY).
I ve complained to the electricity supply company but they are not taking any action & are also refusing to vacate our property.
3.What complaint can be lodged in the court/Electricity Court.
