Not Complying with Section 207 CrPC - No Documents were given to the Accused.

Accused has been attending District Sessions Court for the Last 2 months (3 Times) but No Document related to Accusations or whatsoever were not given to Accused. When asked about complying Section 207 CrPC to the Lawyer, He is very Reluctant and asks for Money to Procure them. Whom should the Accused write to in order to get Response or any other Method to follow? The Charges Mentioned by the Police in FIR are 420, 406 and etc.
