Without looking at the particulars it is difficult to answer your question. But such an injunction order might be passed depending on the facts of the case and subject to its jurisdiction.

A.Dear Client
It depends on what the complaint made to the forum. If the complaint is directly against the bank then the forum may do so but if the bank is just one of the parties then the forum will not entertain interim order as that falls under the jurisdiction of the civil courts. If the case is about recovery of debts then it can't do so but if it is about deficiency of service then may be.
