Can District consumer court pass Interim order and ask bank to put recovery procedures on hold ?

It depends on what the complaint made to the forum. If the complaint is directly against the bank then the forum may do so but if the bank is just one of the parties then the forum will not entertain interim order as that falls under the jurisdiction of the civil courts. If the case is about recovery of debts then it can't do so but if it is about deficiency of service then may be.
