Our neighbours are not allowing us to do plaster in the outside portion of the wall is there any law from which we can do the incomplete work

What is the reason that they are not allowing you to do plaster on the outside wall. If the reason is not reasonable then you can seek court's intervention in the matter and let the court pass on order restricting them from doing what they are doing.
