Regarding promotion issue in College due to lack of attendance

I am Abhishek Ranjan , a college student in 1st year UG .. In December , I had not attended college for 1 month because I was having Stone in Kidney and Acute jaundice also . I undergone surgery for stone and doctor instructed complete bed rest for 1 month . Because of this , I did not attend classes from 7th Dec to 11 Jan .. Now , The college is not promoting me in 2nd semester saying that my attendance is very low in 1st semester . I have medical reasons and all medical documents then what is my fault ?? Please do the needful and what should I do ?
A.Dear client,
Write a letter to the college authorities/dean/principal/administration stating the facts and circumstances of your absence, and attach all the documents regarding the same. Even after that, they do not allow me to make a complaint to university authorities.
