Non Creamy Layer OBC Certificate

I am migrated from MP in 2000, and my son is born in brought up in Mumbai, I got the Cast certificate in the name of my son from Mumbai but some of the people are saying you can not get creamy layer certificate in Maharashtra because you migrated from other states.
will i get the certificate or not
